Constitution Draft Proposal
Conservative Coalition Constitution
We, the members of the Conservative Coalition hereby form this constitution to ensure the future prosperity and effectiveness of our region. We realize that NS has been hijacked by radical leftists and stand together to defend traditional values and conservative government.
Article I: The World Assembly Delegate
The WA Delegate is the chief executive and “commander-in-chief” of the region. He has the power to veto legislation passed by the congress. The WA Delegate will be elected democratically in an open election. This election is to take place on the regional board. The Secretary of State will be charged with organizing and overseeing such an election, making regular posts on the regional board conveying the official vote tally. WA nations will vote by stating their preference on the board.. All other posts excluding an important message posted by the founder are prohibited for the duration of the election (36 hours). The WA Delegate will serve a term of 21 days. A WA Delegate may be censured by a unanimous congressional vote or a referendum including ¾ of all WA nations belonging to the region.
Article II: The Cabinet
The cabinet appointed by the WA Delegate will consist of the following positions. The Vice Delegate is responsible for assuming the WA Delegate’s responsibilities when he is unable to do so. He will act as the WA Delegate’s closest and most important advisor. He will be greatly involved in spurring the activity of the region as well as enforcing the laws of the region outlined in this document and those included in legislation. The Secretary of State will act as the region’s ambassador to the other regions of the NS world. He will oversee and organize the elections of the Conservative Coalition. He will also be responsible for advising the WA Delegate on matters of diplomacy. The Secretary of Defense will be responsible for discovering and assessing threats to the region’s security. He will do so in a consistent and vigilant fashion and report to the WA Delegate and Vice Delegate regularly. In times of imminent threat, he along with the WA Delegate and Vice Delegate will form a plan of action. The Recruiter is responsible for persuading other nations to become members of our region. He will make regular posts on the feeder region’s boards as well as find nations in those feeder regions who show conservative and traditional values and personally invite them. Statements used in these communications are to be approved by the Secretary of State and the WA Delegate. The Forum Administrator will be charged with maintaining the region’s off-site forum. The forum is a place where all member nations may voice their opinions and interact with each other in ways that the NS site doesn’t allow them to. Laws and important announcements will be posted there as well. The appointment of another cabinet member in a position other than those listed above must be approved by the congress in the form of a constitutional amendment. The WA Delegate can replace any member of the cabinet for any reason.
Article III: The Congress
The Conservative Coalition Congress is the voice of the nations not directly involved with the administration of the WA Delegate. They will amplify that voice and present it to the administration via legislation. Legislation passed by this body must be in accordance with this constitution and further the conservative and traditional mission. One member will be elected for every five nations belonging to the region with a minimum of three members. Members of congress will serve a term of 21 days. The election for these positions will be held on the regional board and be organized and conducted by the Secretary of State. Any act of war must be approved by the congress. Any treaty must be approved by the congress. The congress is a permanent body and may not be dissolved. A special election to replace a member of congress may be held if an elected congressman misses three consecutive votes. In the event of a tie on a bill up for voting, the Vice Delegate breaks the tie. The WA Delegate has the right to veto legislation and an override of that veto requires a 2/3 majority vote by the congress. However the administration will play no further role in the function of the congress.
Article IV: The Founder
The founder, Fraunkenstein, will be charged with enforcing the laws of the region. He will take an active role in being the “watch dog” of the region, holding all in power accountable for their actions. He will advise new members in matters of NS itself as well as educate them in the laws and customs of our region. He will also be involved in matters of national security at the discretion of the WA Delegate.
Article VI: Rights of Member Nations
All member nations belonging to the World Assembly may vote in elections. Members not belonging to the WA may be duplicates, thereby allowing an individual to cast multiple votes. All member nations have the right to free speech, press, and religion as long as they don’t impede another’s right to the like.. All member nations have the right to come and go as they please but are encouraged by take an active role in the happenings of the region. If a member nation has been proved to be hindering the function of the region, that member may be ejected and/or banned from of the congress via congressional bill.
We, the undersigned, hereby establish the new Conservative Coalition government under our constitution, the supreme law of the region. God bless our rightful undertaking and all those involved.
