Congressional procedure.

Since ing is running un-opposed and I'm his VD, I will most likely be the first congressional president. The procedure I'd like to follow is as follow and I hope future congressional presidents will be able to follow suit.
Speaking:
No one may speak without being called upon by the CP. TO get his attention simply type "!" and he will call on you first come first serve.
Introducing bills.
Any congressman may introduce a bill. They can type it on the chat of if its long put it on the forum. The bill must use proper grammar and be clear in its objectives
The Debate
Once the bill is introduced the debate begins. Any congrsesman upon beging called on by the CP may make a statement either for or against the bill. Remember you MAY NOT speak unless called upon so none of this :
Perosn1- "I think this bill is bad because (yada yada yada)"
Person2: "no thats dumb" Not allowed wait to be called on!
Once the deabet has been going on for a while anyone may call for a vote. If another congressman seconds the motion then it is voted on.
Voting: One at a time the CP will call on the votes. Starting with himself, then the bills author, then the other two in no order. You either vote AYE or NAY. In the event of a tie the CP breaks it.
Passing: If the bill passes the CP will present it to the delegate for signing.If he signs it he becomes law. If he vetoes it it goes back to congress.
Overriding the veto: Any delegate veto can be overridded with a unamimous vote.
Anyone may attend meetings of congress however
ONLY CONGRESSMAN MAY SPEAK. No "hi" or "what up"s nothing. If you are a spectator and you speak you will be asked to leave. If you don't comply you will be barred from future meetings. If you are a repeated offender I will personally recomend your banning to the delegate.
